Beach Stablization Meeting With Question Session

PASCAGOULA - City officials will conduct two public meetings on today at the Recreation Center,
2935 Pascagoula Street, to update the community on both the Army Corps of Engineers Beach
Stabilization Project and the current situation regarding the Deepwater Horizon Oil Spill.

The Army Corps of Engineers will begin the meeting at 6 p.m. by presenting the
protective measures they are taking to stabilize the beach along Beach
Boulevard.

Following the Corp at 7 p.m. will be representatives from BP, Environmental
Protection Agency (EPA), Department of Marine Resources (DMR), U.S. Coast Guard,
and the U.S. Small Business Administration (SBA). Prior to the question and
answer session citizens will have the opportunity to hear the latest updates
such as air quality monitory and loan programs being made available through the
SBA.

In an effort to inform both the Hispanic and Vietnamese communities about the
two public meetings, a flier was created and distributed announcing the public
meetings in English, Spanish, and Vietnamese.

Part of Old Mobile Highway to Close 3 Months

An infrastructure project area planned for Old Mobile Highway in Pascagoula shows two detour options taking drivers around the bridge closure. Old Mobile Highway will remain open for business and residential access.

PASCAGOULA – City officials have contracted with Superior Asphalt to make infrastructure enhancements on Old Mobile Highway between14th Street and Chico Road. The work will begin within the next two weeks and is expected to take three to four months to complete.

During this time, all businesses and residents along Old Mobile Highway will be accessible. However, the bridge on Old Mobile Highway will be completely closed for up to three months. A detour route will be marked around this closure.

The project is being funded through Mississippi Department of Transportation and Federal Highway Administration grant funding.

All drivers are asked to use caution around this construction site. Pay special attention to traffic signs, road workers, uneven pavement, and heavy equipment near the side of the road.

Pascagoula Offers Memorial Day Fun

PASCAGOULA -- Get in the mood for summer at Pascagoula’s new beach andBeach Park this Memorial Day Weekend.



Following tradition,Pascagoula’s “Sounds by the Sea” outdoor concert will be held at Beach Park onSunday, May 30, 2010, at 6 p.m. In preparation for this event the park will not open until 2 p.m. that Sunday to allow for set-up of the concert stage and other activities.





For added convenience the new concession facility at the park will be open during the “Sounds by the Sea” concert. D’Vine Soul Food will be serving everything from hot dogs to pork and rib lunches from the new facility located on the west end of the park from noon to 9 p.m. Regular concession hours will be Tuesday - Saturday 10 a.m. to 6 p.m. and Sunday from noon to 6 p.m.

In order to insure a safe and fun experience within Beach Park visitors are asked to follow these rules and regulations: No pets allowed, no alcoholic beverage or glass containers, no profanity or disruptive behavior, and trash in receptacles.


Pascagoula officials have not forgotten about our furry friends this Memorial Day. Owners and their dogs can play on the beach between Hague and Pascagoula streets. However, dogs must be kept under control at all times and owners must pick-up after their animals.


For additional fun, the beach pier will remain open from 7 a.m. until dusk daily. For those interested in a beach bonfire must obtain a fire permit through the Pascagoula Fire Department and be prepared to display the permit throughout the weekend. Parking for the beach is located at The Point on the west end of Beach Boulevard or at BeachPark. No parking is allowed along either side of Beach Blvd. Violators will be towed at the expense of the vehicle owner.


Memorial Day Weekend always brings music, fun and fireworks to Pascagoula. To insure a fun and safe experience all visitors and residents are encouraged to following the rules and regulation set forth for the city’s public spaces.

Park ordinance for the City of Pascagoula reads:

1. No person shall cut, break, trample, injure or take any plants, flowers, shrubbery, trees or vegetation or remove any benches, seats or other appurtenances of such parks or enclosures.

2. It shall be unlawful for any person to operate a motor vehicle upon a publicly owned beach except as necessary in its maintenance and care by a person authorized to do so.

3. It shall be unlawful to sell, drink or possess any alcoholic beverage on a municipal park, playground, ballfield, recreational area, or any public beach including those leased by private parties.

4. Glass beverage containers are banned from municipal parks, playgrounds, ballfields, or other recreation areas and public beaches.

5. It shall be unlawful for any dog to be in or upon any public park, beach or other public recreational areas (except the north portion of IG Levy Memorial Park & on the beach between Hague Street and Pascagoula Street.)

Dog ordinance for the City of Pascagoula reads:

(a) It shall be unlawful for any owner of any animal, whether under control or not, to allow it to be in or upon any public park, beach, or other public recreational area within the city, except as otherwise provided in this section.

(b) Dogs may be allowed on the north portion of I.G. Levy Park under the following conditions:

(1) A dog shall be under the immediate control of a responsible person.

(2) Any feces produced by a dog while on such park shall be immediately collected and removed in a sanitary manner by the person having it under control.

(3) No dog shall be permitted upon the pavilion located on the park.

(4) No dog shall attack any other dog or human.

(5) No dog involved in a violation of this subsection pertaining to I.G. Levy Park shall again be permitted on such park.

(c) Dogs may be allowed on the public beach only in the area between Pascagoula Street and Hague Street under the following conditions:

(1) A dog shall be under the immediate control of a responsible person.

(2) Any feces produced by a dog while on such beach shall be immediately collected and removed in a sanitary manner by the person having it under control.

(3) No dog shall attack any other dog or human.

(4) No dog shall be allowed to run free in the designated beach area.

(d) Owner as used herein means any person owning, keeping, harboring, or in possession of an animal.

Council Supports Public Health Through Complete Streets

PASCAGOULA -- The Pascagoula City Council passed a resolution at its May 18 meeting calling for the use of “Complete Streets” policies in road construction and renovation activities within the city. This action insures the needs of pedestrians, cyclists, and motorists are considered in the design of roadways.
“This will be a good tool for us to use for the safety of Pascagoula citizens,” commented Councilman Robert Stallworth Sr.
The “Complete Streets” program includes design principles that will be used to help make the city a healthier place to live by encouraging the creation of more sidewalks, bike routes, and connections to schools, parks, and other destinations.
“This program reinforces the city’s commitment to creating a more pedestrian and bike friendly community,” said Harry Schmidt, director of Community Development.

“Residents of Pascagoula are asking for more outdoor opportunities, and the ‘Complete Streets’ program ensures that the city will meet this need by providing a well-designed and safe environment for both transportation and exercise.”
Road and street projects currently being planned that could benefit from this new policy will be the Historic Pathway in Downtown Pascagoula and the Beachfront Promenade that, when combined, will offer four miles of new paths.
The city is also working with Gulf Regional Planning Commission to conduct a bike suitability study that, once completed, will be used to design a bike path around town.
The new policy will allow the city to pursue even more grant opportunities for projects like additional walking paths and the expansion of sidewalks. Focusing around the schools within the city is a key component as evidenced by Lake Elementary School having Mississippi’s highest participation rate during last fall’s “Walk to School Day.”
With the Council’s action the City of Pascagoula has become the third city in Mississippi to adopt the “Complete Streets” program. For more information about the program visit the “Complete Streets” website at www.completestreets.org.
RESOLUTION TO ADOPT A “COMPLETE STREETS” POLICY
IN THE CITY OF PASCAGOULA
WHEREAS, the City of Pascagoula policy as stated in the Comprehensive Plan is to reduce the number of car trips, increase energy efficiency, and encourage walking and bicycling as safe, convenient and widely available modes of transportation for all people; and
WHEREAS, increasing walking and bicycling offers the potential for improved health, reduced traffic congestion, a more livable community, and more efficient use of road space and resources; and
WHEREAS, the Complete Streets guiding principle is to design, operate and maintain streets to promote safe and convenient access and travel for all users, including residents who do not or cannot drive, such access to include sidewalks, bicycle paths, multi-use paths, vehicle lanes, and freight lines; and
WHEREAS, other jurisdictions and agencies nationwide have adopted Complete Streets legislation including the U.S. Department of Transportation, the state of Tennessee, and communities in Alabama and Arkansas, as well as, in Mississippi; and
WHEREAS, the City will implement the Complete Streets policy by designing, operating and maintaining the transportation network to improve travel conditions for bicyclists, pedestrians, cars, transit and freight in a manner consistent with, and supportive of, the surrounding community; and
WHEREAS, the City recognizes the number of cost-effective improvements to existing roads that can increase access and safety, including crosswalks, bicycle lanes, signage, bulb outs, on-street parking, adding trees, and changing the signalization of traffic lights; and
WHEREAS, the City will implement policies and procedures with the construction, reconstruction or other changes of transportation facilities to support the creation of Complete Streets including capital improvements, re-channelization projects and major maintenance, recognizing that all streets are different and in each case user needs must be balanced:

NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS:
SECTION 1. The city of Pascagoula will plan for, design and construct all new city transportation improvement projects to provide appropriate accommodation for pedestrians, bicyclists, motorists, and persons of all abilities, while promoting safe operation for all users, as provided for below.

SECTION 2. The city of Pascagoula recognizes the importance of sidewalks and bicycle paths and will incorporate the Complete Streets principles as funding becomes available, as follows:
1. A 4-foot wide paved shoulder shall be included with construction of all new roadways constructed or with the resurfacing or reconstruction of a roadway when roadways traffic is greater than 1,000 vehicles per day.
2. Sidewalks, shared use paths, street crossings (including over and under passes), pedestrian signals, signs, street furniture, transit stops, and other facilities, shall be designed, constructed, operated, and maintained so that all pedestrians, including people with disabilities, can travel safely and independently.
3. Bicycle and pedestrian ways shall be established in new construction and reconstruction projects undertaken by the City of Pascagoula in keeping with the proposals of the Comprehensive Plan unless one or more of these conditions exist:
a. Bicyclists or pedestrians are prohibited by law from using the roadway. In this instance, a greater effort may be necessary to accommodate bicyclists and pedestrians elsewhere within the right of way or within the same transportation corridor.
b. The cost of establishing bikeways or walkways would exceed five percent of the total cost. In such case, the entity developing or redeveloping the road may choose to include bicycle and/or pedestrian ways although they would not be required.
c. Severe topographic or natural resource constraints exist that preclude expanding roadway paving without incurring excessive costs.
d. There is very low population density and scarcity of residents or other factors indicate an absence of present and future need.
e. Adequate funding is not available to carry out the policy.

SECTION 3. Complete Streets principles will not apply where extraordinary circumstances exist, such as:
1. during ordinary maintenance activities designed to keep assets in serviceable condition (e.g., mowing, cleaning, sweeping, spot repair and surface treatments such as chip seal, or interim measures on detour or haul routes);
2. where the City Council issues a documented exception concluding that application of Complete Street principles is inappropriate because it would be contrary to public benefits or safety;
3. where other parallel accommodation exists; or
4. where there is a demonstrated absence of present and future need.

SECTION 4. Complete Streets may be achieved through single projects or incrementally through a series of smaller improvements or maintenance activities over time. It is the Pascagoul City Council's intent that all potential sources of transportation funding be considered to implement Complete Streets. Maximum financial flexibility is important to implement Complete Streets principles.

Council Helps BP Set Up Staging Area

PASCAGOULA (May 07) - British Petroleum (BP) has taken advantage of the resolution passed by the Pascagoula City Council allowing contractors involved in oil spill clean-up efforts to temporarily locate within industrial zones without going through the usual permitting process.

“BP has set-up a staging area for booms, equipment, and their headquarters from a site located off Petit Bois Street in east Pascagoula,” said Steve Mitchell, city operations manager. “The council’s resolution has given us another way to support the clean-up efforts, and we’re glad BP has taken advantage of this opportunity.”

In addition to this location, BP opened an office at 710 Delmas Ave. in Downtown Pascagoula earlier this week where citizens can go to discuss possible damage claims and training opportunities.

“Information is being provided as folks come in,” said Andrew Vanchau, BP spokesperson. “Most of the questions have been about training opportunities including our vessel of opportunity classes.”

The resolution allowing oil spill contractors to bypass the regular permitting process was passed by the council during a special meeting April 30 in which a state of emergency was also enacted. A similar action was taken after Hurricane Katrina that also allowed temporary emergency permitting for a limited period of time.

Engineers Will Explain Beach Stabilization

PASCAGOULA (May 06)– City officials will conduct a public meeting at 6 p.m. May 27 at Pascagoula City Hall regarding protective measures being taken by the Army Corps of Engineers to stabilize the beach along Beach Boulevard.

This meeting will allow citizens the opportunity to review the Corps plan to install rock and beach grass along the water’s edge leaving four 100 feet openings for direct access to the water.

The installation of the beach has been funded and managed by the Army Corps of Engineers to provide protection to the seawall along the edge of Beach Blvd during future storm events.

Citizens are invited to attend to meeting to discuss the plans with Corps of Engineer representatives.

Pascagoula To Close Inner Harbor

PASCAGOULA -- The city will close its Inner Harbor to all vessel traffic, inbound and outbound, at 9 a.m. Monday, May 3, because of the threatening oil slick from the Deepwater Horizon spill, according to officials.

However, should the slick move faster than expected, the closing time may be moved to Sunday evening.

Residents whose boats are anchored in the harbor are not required to move them at this time.
